showcases in mismanagement skills"},"content":{"rendered":"<p>The San Diego Mountain Biking Association (SDMBA) has a <a href=\"https:\/\/sdmba.com\/news_manager.php?page=14137\">Call to Action Alert<\/a> regarding the California Department of <del>Fencing<\/del> Fishing and Wildlife\u2019s (CDFW) continued mismanagement of the Calavera Highlands Reserve (aka <a href=\"http:\/\/www.mountainbikebill.com\/CalveraLake.htm\">Calavera Lake<\/a>).\u00a0\u00a0 CDFW officials have been \u201caggressively\u201d engaging with trails users<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium\" src=\"https:\/\/i0.wp.com\/www.mountainbikebill.com\/blog\/wp-content\/imagescaler\/1fc3ce935f822b1a8d98e2474844d2cf.jpg?resize=840%2C560\" width=\"840\" height=\"560\" data-recalc-dims=\"1\" \/><\/p>\n<p>While Calavera\u00a0is a sizable\u00a0area with a large network of user-built trails that is a good place to get in riding with a descent outdoor experience\u00a0it is definitely\u00a0a\u00a0shit show of redundant trails.\u00a0\u00a0\u00a0 No\u00a0doubt about it, these are unofficial and illegal trails that the CDFW are wanking about.\u00a0\u00a0\u00a0\u00a0There is\u00a0also\u00a0no doubt about it that the CDFW does not manage this area.\u00a0\u00a0If this organization was doing its job, they would have\u00a0been losing their mind a long time ago.\u00a0\u00a0Arbitrarily locking out the public from public lands\u00a0by putting up fencing and\u00a0signs and then walking away is not management.<\/p>\n<p>From the periods in which I have interacted with CDFW, I have come to believe they think the land they acquire is \u201ctheir\u201d land and they are entitled to all of the protections and benefits that private property owners have.\u00a0\u00a0\u00a0 The primary benefit being they\u00a0get to solely decide who may come on their property and who may not.\u00a0\u00a0\u00a0It does not matter what their regulations state, the public knows that the\u00a0land is public.\u00a0\u00a0 The public will never accept Calavera Highlands Ecological Reserver\u00a0as a pristine ecological reserve worthy of locking out the public.\u00a0\u00a0 All one has to do is stand atop Calavera Hill and look around.\u00a0\u00a0 The public is not staying out.<\/p>\n<p>The\u00a0CDFW track record in San Diego county seems to indicate that they do not possess the\u00a0skillsets to properly manage lands that have\u00a0 an existing recreational\u00a0baseline that includes people.\u00a0\u00a0\u00a0Personally I\u00a0think they depend on academic, non-profits and \u201cfriends of \u2026\u201d \u00a0groups that do the bulk of the monitoring and management\u00a0for them.\u00a0\u00a0\u00a0\u00a0The\u00a0primary reason <a href=\"http:\/\/www.mountainbikebill.com\/Crestridge.htm\">Crestridge Ecological Reserve<\/a>\u00a0allows mountain biking is because the Earth Discovery Institute\u00a0is the de-facto land manager who recognized the benefit of responsible\u00a0human-powered recreation\u00a0.\u00a0\u00a0\u00a0If the Earth Discovery Institute had not pushed so hard for the unique change for this reserve it would not have happened.<\/p>\n<p>Despite the California Riding and Hiking Trail (CRHT) being on the San County Regional Trail Plan it is pretty much unattainable as a viable regional trail as long\u00a0as the CDFW is involved with any of the land along the route.\u00a0 Numerous sections of the this trail in San Diego county go through lands mismanaged by CDFW and\u00a0at pretty much\u00a0everyone of\u00a0those, the trail has fences and off-limits signs.<\/p>\n<p>The county is most likely going to end up speeding hundreds of thousands of dollars to build a new section of trail for the Coast to Crest Trail near Boden Canyon because the CDFW are not going to allow an easement along a 0.2 mile section of an existing old dirt road!<\/p>\n<p>There are many other examples of the CDFW\u2019s culture of \u201cits my land not yours\u201d mismanagement style throughout the county.\u00a0\u00a0\u00a0\u00a0Humans\u00a0are part of the fauna of the San Diego ecosystems.\u00a0Until the\u00a0CDFW develops the skillsets and polices to effectively deal with the\u00a0outdoor experience needs\u00a0of this species the organization\u00a0will continue\u00a0suffer from a lack of land management creditability with the pubic.\u00a0\u00a0\u00a0 Until that changes the pubic will continue to give the CDFWs\u00a0signs and
